Sr. Regulatory Affairs Manager (Planner IV) (Project Management)



Primary Function: 

Plans, schedules, conducts, and/or coordinates detailed phases of planning work in a number of large and important projects. Develops plans for utilization of land and physical facilities of cities, counties, and metropolitan areas, exercising full planning responsibility for interpreting, organizing, coordinating, and executing assignments. Maintains liaisons with individuals and units both inside and outside the company.

Primary Duties: 

  • Coordinates the gathering, compiling, and analysis of data on economic, social, and physical factors affecting land use. 
  • Acts as a staff specialist in providing technical guidance and direction of complex or unique assignments, and the development and execution of planning research.
  • Oversees planning studies, feasibility studies, Reuse and Redevelopment Master Plans, and assessments.
  • Analyzes project task needs, changes and enhancements, and makes recommendations.
  • Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, transportation, industrial, and community uses. 
  • Stays abreast of industry changes and requirements, policies, procedures and legislation.
  • Makes recommendations regarding governmental measures affecting land use, public utilities, community facilities, housing, and transportation to control and guide community development and renewal. 
  • Prepares, coordinates, and facilitates public involvement and consensus-building meetings and workshops. 
  • Prepares, reviews, and evaluates environmental impact reports. 
  • Represents the company at conferences, seminars, meetings; prepares and gives briefings, and makes presentations.
  • Researches economic, demographic, fiscal, legal and technical variables for project impact.
  • Develops and maintains demographic databases.
  • Participates in budget preparation and in planning strategy for proposals and contracts.
  • Estimates staffing needs, assigns and manages the work of Technicians and/or lower-level Planners.

Education and Experience Requirements: 

Normally requires a 4-year degree in Environmental Planning, Urban & Regional Planning, Landscape Architecture, or Civil Engineering (or related curriculum) and typically 7-10 years' related experience (or equivalent working knowledge/experience). A Master's degree in Planning and certification by the American Institute of Certified Planners is strongly preferred.
