Payroll and Labor Compliance Specialist - Remote (Finance)

Job Summary

The Payroll and Labor Compliance Specialist ensures accurate payroll processing and full compliance with federal, state, and local labor laws, with a focus on California and Arizona. This role is critical in managing certified payroll, prevailing wage requirements, and labor tracking systems, especially for public works and construction projects. The ideal candidate will have experience with OCIP/CCIP programs and be well-versed in multi-jurisdictional compliance.

Job Location

This position is remote that can be located in any state in the United States.

Job Responsibilities

Payroll Administration

  • Process multi-state payroll with a focus on California and Arizona regulations.
  • Ensure compliance with wage and hour laws, including overtime, meal/rest breaks, and final pay requirements.
  • Maintain accurate payroll records and resolve discrepancies.

Labor Compliance

  • Monitor and enforce compliance with prevailing wage laws (e.g., Davis-Bacon Act, California DIR).
  • Prepare and submit certified payroll reports using systems like LCP tracker or eMars.
  • Review public and private contracts for labor compliance requirements (e.g., skilled labor, local hire, diversity goals).

OCIP/CCIP Oversight

  • Track and report payroll data for OCIP and CCIP projects.
  • Coordinate with third-party administrators and insurance providers.
  • Maintain documentation for audits and ensure proper fringe benefit tracking.

Audit & Reporting

  • Conduct internal audits to ensure payroll and labor compliance.
  • Respond to agency audits and third-party inquiries.
  • Generate reports for internal stakeholders and regulatory bodies.

Training & Collaboration

  • Train HR, project managers, and field staff on labor compliance requirements.
  • Collaborate with legal, finance, and operations teams to ensure alignment.

Job Requirements

Qualifications:

  • 5 or more years of payroll and labor compliance experience, preferably in construction or public works.
  • Strong knowledge of California and Arizona labor laws.
  • Experience with certified payroll systems and prevailing wage enforcement.
  • Familiarity with OCIP/CCIP programs and insurance reporting.
  • Proficiency in payroll software (e.g., ADP, Paycom, UKG) and Excel.
  • Excellent attention to detail and organizational skills.

Preferred:

  • CPP (Certified Payroll Professional) or similar certification.
  • Experience with union payroll and multi-employer benefit reporting.
  • Bilingual in English and Spanish is a plus.

Compensation

  • The target salary range is $80,000.00 - $100,000.00 BOE.
