Job Description

PURPOSE SUMMARY. This position will support the Health and Human Services Department (HHS). Provide assistance in collecting, managing, analyzing, and reporting data to evaluate the effectiveness of public programs, policies, and services. Work under the direct supervision of the Data and Evaluation Coordinator, ensure data is used to inform decision-making, improve outcomes, and promote accountability. The position will assist in maintaining the integrity and confidentiality of departmental records.

ESSENTIAL DUTIES.

1. Data Collection and Management

  • Assist in the design, development, and implementation of data collection tools, including surveys, questionnaires, and databases.
  • Gather, organize, and maintain accurate data from internal stakeholders and external sources.
  • Perform data entry and ensure the integrity, accuracy, and confidentiality of data.

2. Data Analysis

  • Assist in analyzing quantitative and qualitative data to assess program performance and identify trends, patterns, and areas for improvement.
  • Use statistical software, spreadsheets, and data visualization tools to interpret data.
  • Support the development of reports, charts, and dashboards to communicate data findings.

3. Program Evaluation Support

  • Collect data on outcomes, outputs, and performance indicators to support program and policy evaluations.
  • Coordinate with program staff to ensure evaluation methods align with objectives and goals.
  • Prepare evaluation reports and presentations for internal and external stakeholders.

4. Collaboration and Communication

  • Collaborate with other departments to ensure timely and consistent data collection.
  • Participate in meetings and discussions to present data findings and support data-driven decision-making.
  • Respond to data and report requests from supervisors, County officials, and community partners.

5. Administrative Support

  • Maintain records and documentation related to data collection, analysis, and evaluation.
  • Provide administrative support to the Data and Evaluation team, including scheduling meetings, preparing agendas, and taking notes.
  • Travel off-site to gather data or provide support to partners.
  • Coordinate with internal and external evaluators on specific HHS programs.

ADDITIONAL DUTIES. Other duties as assigned.

QUALIFICATIONS.

A. Education. Associate's degree from an accredited college or university in Public Administration, Data Science, Statistics, Business Computer Systems, Health Science, Social Sciences, Business Administration, Health Education or related field.

B. Experience. Two (2) years of experience in statistical and database application software, programming/evaluation techniques, data collection, data entry or related experience is required.

C. Education/Experience substitution. In accordance with County Policy.

D. Licenses/Certifications. Valid driver's license. Must maintain a valid driver's license and an acceptable driving record in accordance with County policy.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must pass pre-employment background check and driving record check.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of:

  • Data collection, analysis, and reporting methods used in outcome evaluation projects.
  • Statistical software such as SPSS, Excel, Access, SAS, R, Stata, Qualtrics, SurveyMonkey, and REDCap to create and analyze databases, including matching and merging data from multiple sources.
  • Quantitative and qualitative research methods in public health, public policy, or other social sciences, with an understanding of data requirements for supporting health initiatives.
  • Doña Ana County demographics, community resources, networks, and challenges impacting the communities served.

Skill in:

  • Applying basic principles of database management and data quality assurance.
  • Operating general office computer equipment and using Microsoft Office Suite (Outlook, Word, Excel, and Access).
  • Maintaining accurate records and developing spreadsheets.
  • Communicating effectively both verbally and in writing.
  • Developing collaborative partnerships and maintaining confidentiality.
  • Applying strong analytical skills and attention to detail.

Ability to:

  • Analyze, interpret, convert, and present data in formats useful for decision-making.
  • Present complex information clearly to diverse audiences.
  • Manage multiple projects concurrently.

Compensation Range
$19.59 - $29.39
