Airfield Electrical Technical Manager (Finance)



DESCRIPTION

Michael Baker International is seeking an experienced and motivated Electrical Engineer with Airfield experience to join our Aviation practice. The successful candidate will be an enthusiastic, motivated, self-starter, with responsibilities that include leading production, design, and documentation for a range of airfield electrical project types. The candidate will work on multi-disciplinary, collaborative project design teams with Civil and Systems Engineers. The successful candidate must demonstrate creative problem-solving, initiative to learn new concepts, organizational skills, an ability to work in a team environment, and possess an understanding of construction documents and constructability. The successful candidate will be a responsible and accountable professional and will have time management skills, a passion for solving complex design problems, a track record of producing projects on time and on budget, high standards for quality and performance, and a thorough understanding of design and construction processes related to airfield electrical design and engineering.

The successful candidate will lead the development of airfield electrical system designs, including construction plans, technical specifications, cost estimates, and design reports for a variety of airfield electrical projects that include aprons, runway and taxiway lighting systems, electrical vaults, supporting utility infrastructure, and siting and design of NAVAIDS. Technical expertise must include, but not be limited to airfield lighting, signage, and power; circuiting; schedules; calculations; sizing of electrical equipment, conduit, wiring, disconnects, and transformers, etc. The candidate must be capable of engineering duties such as electrical system design, product selection, and overseeing the installation of electrical systems and products. The candidate will also be responsible for providing support and mentoring to junior engineers and associates to further their technical and professional development and to grow Michael Baker's airfield electrical practice.

Federal experience, particularly with the Department of Defense (DoD), is a plus.

ESSENTIAL DUTIES

Duties and responsibilities may include, but are not necessarily limited to:

• Expertise in Airfield Lighting: leverage experience in aviation lighting, including power distribution, NAVAIDS, AV lighting systems, vaults, airfield signage, PAPI's, REILS, BAK's, approach lighting systems, etc.

• Technical Leadership: lead and oversee development of design documentation, calculations, and construction drawings as the technical professional on the project design team. Direct, manage, and review the work of Junior and Staff Electrical Engineers and Designers to ensure high-quality design completion.

• Design Documentation: lead development of and review airfield layout drawings (lighting, signs, marking, ducts, pits, and cabling), installation detail drawings tailored to specific project requirements, electrical wiring schematics, quantities, specifications, cost, and hour estimates.

• Project Coordination: initiate and lead coordination efforts with other disciplines, owners, firms, and technical staff to ensure accuracy and technical proficiency of project submissions.

o Must be able to work effectively within established budgets and schedules while efficiently collaborating with a remote team.

• Staff Development: mentor and train junior staff to foster professional growth and to grow Michael Baker's airfield electrical capabilities.

• Quality Assurance: implement and adhere to QA/QC procedures on all deliverables to maintain our standard.

o Check drawings (plans, details, etc.) to assure compliance with engineering codes and drafting standards.

o Review project requirements and specifications and confer with other disciplines and managers to determine assistance required in plan preparation, evaluation of project conditions, design changes, and reports.

o Evaluate electrical components to ensure they meet all federal, state, and local codes and specifications.

• Management duties include, but are not limited to:

o Direct and coordinate activities involved in design.

o Coordinate tasks and project schedules.

o Create a good line of communication with both internal and external customers.

o Communicate with clients regarding project issues, schedules, and budgets.

o Lead meetings and coordinate action items and project deliverables for subsequent submittals.

o Assist in the preparation of scope of work and fee proposals. Calculate design costs. Be responsible for airfield electrical discipline project design budgets.

o Be front-facing to clients. Perform client and project needs assessments, determine and discuss potential solutions, and ensure satisfactory customer service. Also, attend project meetings to present design concepts and make adjustments to meet client requirements.

o Support proposal efforts in business development pursuits.

• Specific design duties to lead development of/manage:

o Perform code analysis, life cycle cost analysis, modeling, studies, field documentation, and design analysis, as applicable.

o Research FAA standards and circulars, code, design, and detailed project specific requirements to ensure designs conform to sound engineering design and client specifications.

o Coordinate or perform field work to gather data and materials.

o Prepare studies, construction documents, calculations reports and other documentation to support airfield electrical design.

o Prepare quantities, construction cost estimates and project technical specifications.

o Prepare drawings for airfield electrical projects including, but not limited to, terminal aprons, runways, taxiways, electrical vaults, supporting utility infrastructure, and siting and design of NAVAIDS.

o Prepare written narratives for design reports as part of project deliverables.

o Perform design calculations including, but not limited to, load calculations, lighting spacing, capacity analysis, NAVAID design (PAPI, aiming point, approach lighting), heat dissipation, voltage drop calculations, and other power and lighting calculations.

o Review shop drawings and submittals, respond to RFI's, and perform site visits as needed during the construction phase.

o Evaluate field installations, review compliance, and recommend modifications as needed.

• Technical expertise requirements:

o Familiarity with FAA advisory circulars, UFC standards, and the National Electrical Code.

o Maintain a working knowledge of government and industry design criteria and standards.

o Prepare and present technical and program information to team members, management, and clients in a clear and logical manner.

o Responsible for maintaining technical knowledge through completion of various training initiatives, attending seminars, reviewing professional publications, attending in-house systems/management training.

o Responsible for maintaining professional licensure.

• Software proficiency:

o Be familiar with and maintain a working knowledge of AutoCAD Civil 3D software to manage and guide engineering tasks and the development of construction drawings.

o Maintain proficiency in computer software related to the practice of airfield electrical engineering.

• Travel occasionally as required, for project meetings, monitoring project progress, and on-site work.

• Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Provide oversight and direction to electrical engineering team members. Supervises employees in various technical or professional positions.

EXPERIENCE

10+ years of related experience.

EDUCATION

Four-year degree in Electrical Engineering or related field.

• Engineering software experience (AutoCAD Civil 3D). Revit experience and knowledge of Visual 3D, AGI32, and SKM software is a plus.

• Knowledge of Bluebeam, Microsoft Office, and Sharepoint.

• Knowledge of codes and standards such as NEC, NESC, IEEE, IES, FAA ACs, government, client, and industry local codes, regulations, and standards governing design and construction projects. Knowledge of UFCs is a plus.

• Federal (Department of Defense) experience is a plus.

LICENSES/REGISTRATIONS

Professional Engineer (PE) license required. Must be licensed in Maryland or have the ability to obtain licensure through reciprocity.

COMPENSATION

The approximate compensation range for this position is $104,977 to $181,854. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
