Senior Requirements Manager - Gateway (Finance)

Role Description:

Arcadis is seeking a highly skilled and motivated Senior Requirements Manager to support one of the most iconic and consequential infrastructure initiatives in the United States - the Gateway Hudson Tunnel Project (HTP).

We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program - one of the most ambitious and impactful transportation initiatives in the nation - and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor.

The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey.

Role Accountabilities:

  • Develop and manage the requirements management framework for the tunnel project, ensuring alignment with FTA and FRA regulations, as well as US DOT (Department of Transportation) rail industry standards
  • Set-up and implement pragmatic and effective requirements management processes on several capital-works delivery projects
  • Produce and implement the Requirements Management Plans during design development and construction in collaboration with the Resident Engineering Team, the Design-Build Contractor, and the Owner
  • Manage the process of establishing and maintaining the baseline design and construction requirements for the Design Build contract and manage the process of verifying and validating delivery against those requirements through the delivery phase
  • Develop Requirements Verification Traceability Matrices for design deliverables.
  • Generating "SMART" systems requirements in collaboration with Systems Engineers
  • Maintaining requirements baselines and manage changes using the requirements management tool DOOR
  • Raising engineering change proposal documentation in accordance with the clients process as required
  • Assisting in the development and management of the Verification Cross Reference Matrix (VCRM)
  • Providing support to System Engineers during the Acceptance Test & Evaluation stage of an engineering change as required
  • Reviewing and/or contributing to technical reviews and system reviews
  • Preparing engineering and analysis papers and reports, including dashboards and KPIs (Key Performance Indicators)
  • Displaying an appropriate balance of practicality and innovation in your work;
  • Coordinate with stakeholders, including engineers, project managers, regulatory authorities, and contractors, to capture, analyze, and document project requirements.
  • Utilize Power Pro software or similar tools to track and manage project requirements, ensuring transparency and traceability throughout the project lifecycle.
  • Facilitate requirement workshops and meetings to gather stakeholder input, resolve conflicts, and achieve consensus on project requirements.
  • Establish and maintain compliance with regulatory requirements and contractual obligations, including PDA (Project Development Agreement) agreements.
  • Develop and implement processes and procedures for requirements validation, verification, and change management.
  • Collaborate with the project team to ensure that requirements are integrated into design, procurement, construction, and testing phases effectively.
  • Monitor and report on requirement status, including progress against milestones, potential risks, and issues related to requirements management.
  • Provide leadership and guidance on best practices for requirements management, ensuring continuous improvement and adherence to industry standards.

Required Qualifications:
  • Minimum of 10 years of experience in requirements management for large-scale infrastructure projects, preferably within the rail industry.
  • Bachelor's degree in Engineering, Computer Science, Business Administration, or related field.
  • Strong understanding of FTA and FRA regulations, US DOT standards, and compliance requirements for rail systems.
  • Experience with Power Pro software or similar tools for requirements management and project tracking.

  • Proven ability to manage complex requirements in dynamic environments, including operations, construction, and system integration.
  • Excellent communication, interpersonal, and negotiation skills, with the ability to collaborate effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills, with attention to detail and accuracy.

Preferred Qualifications:
  • Master's degree in Engineering, Business Administration, or related field.
  • Certification in Requirements Management (e.g., Certified Requirements Engineer - CRE) or Project Management Professional (PMP).
  • Previous experience with requirements management in tunneling or similar infrastructure projects.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $200,000 - $245,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
