Associate General Counsel- Cybersecurity (Finance)

Job Summary

TriWest is seeking a motivated attorney to support and enhance the comprehensive information security program, including compliance with Federal cybersecurity regulatory requirements, to protect our federal customers, program beneficiaries, and other information stakeholders' data and related interests. This role bridges the legal and cybersecurity programs to address ongoing and upcoming regulations, crafting a global compliance strategy and is accountable for tracking the evolving cybersecurity regulations and guidance applicable to TriWest's federal contracts, and to support implementation of, and compliance with, such regulatory requirements for CCN and T-5 programs, as well as related requirements under federal and state law. This position advises leadership over IT and Information Security functions as to the current and expected future state of such requirements. The position will work with cross-functional partners, and closely coordinate with the Information Technology and Information Security functions to navigate complex regulatory environments, and drive forward results in a fast-paced environment.

This position will address regulatory and legal considerations and obligations arising from TriWest's handling of confidential data, including personal data and government confidential unclassified information, as well as protection of sensitive and key operational systems. This role will also support and counsel on the response to cyber events and related investigations and assist with monitoring of subcontractor and vendor compliance.

Education & Experience

Required:

• Juris Doctor degree from an accredited law school
• License to practice law in the state where legal services will be primarily provided
• 5+ years' as a practicing attorney at a law firm, government, or in-house supporting cybersecurity
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• Familiarity with Federal laws, regulations, and guidance regarding cybersecurity, including FAR/DFARS, NIST 800-171, CMMC, etc.
• Excellent written and verbal communication skills
• Experience advising in connection with cybersecurity compliance, and managing cyber incidents

Preferred:

• Certifications relevant to the cybersecurity field (e.g., CISSP, CISM, CIPP)
• Experience advising Federal government contractors
• Experience reviewing, drafting, and negotiating cybersecurity language in commercial agreements
• Familiarity with US State privacy and cybersecurity laws and regulations.
• Familiarity with VA and DoD healthcare programs

Key Responsibilities

• Proactively identifies, tracks, and analyzes legal issues (including conducting legal research, identifying new or emerging areas of risk, etc.), presents clear recommendations, and ensures legal compliance.
• Provide expert guidance on implementation of cybersecurity regulations and drive solutions to address risk.
• Educate on regulatory issues and provide guidance on risk.
• Advise leadership to build processes to meet contract and regulatory cybersecurity obligations.
• Drive transparency with clear communications on critical risks.
• Liaison with Security leadership to incorporate strategy into program framework.
• Collaborate with legal and privacy teams to assess and communicate adherence to new regulations.
• Review regulatory trends and recommend risk mitigation strategies.
• Develop and implement a comprehensive training program on cybersecurity matters.
• Build and manage relationships with business, IT, legal, and regulatory leaders to drive continuous improvement of the program.
• Assists in providing legal advice to departments and committees throughout TriWest on cybersecurity legal/regulatory issues.• Drafts and reviews other miscellaneous legal documents and correspondence.
• Researches current issues and developments related to cybersecurity and impacts of existing and proposed regulations.
• Performs legal research and prepares memoranda on other legal issues as assigned.
• Assists with the development and monitoring of internal regulatory compliance procedures.
• Functions on TriWest standing and ad hoc committees as a representative of the Legal department as assigned.
• Assists with TriWest training and implementation to ensure legal compliance with requirements.
• Reviews and revises Company policies and procedures.
• Ensures that Company employees and committee members are aware of and in compliance with applicable laws and regulations.
• Educates staff and committee members on legal requirements as appropriate.
• Advises TriWest senior leadership of the legal ramifications of past and proposed company actions.
• Performs other duties as assigned.
• Regular and reliable attendance is required.

Working Conditions:

• Availability to work non-regular hours as necessary
• Works within a standard office environment, with minimal travel
• Extensive computer work with prolonged periods of sitting

TriWest job postings typically include a salary range, which can vary based on the specific role and location, but generally this position has an approx. pay of $244,000 per year.
