About the Role
This position is based out of the prominent federal building in downtown Norfolk, VA, the vibrant hub of government and legal activity for the region. As Chief Engineer, you will take command of the technical operations and maintenance for some of the most critical facilities in the area, including federal offices and courthouses. You'll serve as the go-to expert for building systems, lead a dedicated technical team, and ensure the highest standards of reliability, safety, and performance.

The Ideal Candidate
We're searching for a leader with a technical edge, a strong sense of responsibility, and a dedication to excellence. The ideal candidate will bring:
· At least a High School Diploma
· A minimum of five (5) years of recent experience as a Chief Engineer or in a related supervisory role in large commercial high-rise facilities
Hands-on expertise in:
· Chillers, boilers, pumps, and heat exchangers
· HVAC systems and Building Automation Systems
· Life Safety Systems and Utility Services
· Electrical Power Distribution and Plumbing
· Other mechanical equipment fundamental to building operations
EPA Universal Refrigerant License (required)
Journeyman or Master HVAC license preferred.
Excellent communication skills in English, both spoken and written
Strong organizational and supervisory abilities
Commitment to workplace safety and regulatory compliance
What You'll Do: Key Responsibilities
As Chief Engineer, you will be entrusted with a dynamic array of responsibilities crucial to the smooth functioning of federal properties:
· Oversee the technical operations and maintenance of assigned buildings, ensuring all equipment and systems run optimally.
· Supervise, train, and mentor technical staff, fostering a culture of teamwork and accountability.
· Prepare work schedules, assign duties, and coordinate preventive maintenance to keep facilities in peak condition.
· Develop, implement, and carry out building safety and emergency response plans.
· Enforce security protocols, including logging subcontractor access and maintaining up-to-date records for all entries and exits.
· Ensure compliance with environmental, health, and security standards, as well as all pertinent government regulations.
· Respond promptly to customer requests and complaints, providing professional and courteous service at all times.
· Manage vendor relationships and negotiate contracts for services, supplies, and repairs.
· Coordinate all modifications to building utilities, services, piping, ductwork, fire safety, and security systems in accordance with established policies.
· Develop and execute operations and energy plans aimed at efficiency, sustainability, and cost savings.
· Plan and oversee testing, shutdowns, and startups of critical building systems, maintaining their integrity and safety.
· Document all building inspections on relevant GSA forms, ensuring thorough and accurate reporting.
· Proactively identify and communicate any dangerous conditions or emergencies to the Project Manager and Contracting Officer's Representative (COR), taking immediate action when needed.
· Schedule all building services activities to ensure minimal disruption to day-to-day operations.
· Serve as the primary responder to building emergencies during and after normal working hours, including fire alarms, power outages, flooding, inclement weather, and natural disasters.
· Control access to mechanical and technical areas, maintaining building security at all times.
· Regularly conduct preventive maintenance programs, keeping meticulous records and preparing detailed reports.
· Lead the onboarding and ongoing training of new technical staff, instilling best practices and safety protocols.
· Track all electrical and mechanical service capabilities, coordinating future upgrades to keep systems balanced and efficient.
· Ensure testing, commissioning, and training are conducted for all repairs, alterations, and construction projects.
