Manager of Fiscal & Business Administration (Finance)



This position reports to a Director, Associate or Assistant Director, Dean, Associate or Assistant Dean, Program Director, Department Head, or similar position. Most positions in this job class will have responsibility for fulfilling wide range of administrative activities, however some positions in this job class may be more specialized on one or two administrative responsibilities. In general, positions assigned to this classification must directly supervise two or more regular full-time employees. Additionally, positions assigned to this class must meet the requirements for an Administrative exemption under FLSA by providing administrative leadership on matters of significance with regard to human resources, procurement, budgeting, and/or regulatory compliance. The position is responsible for interpreting university and functional policies, ensuring that administrative activities are in compliance with policies and procedures for the conduct of university business. The Manager trains direct reports and support staff throughout their unit on administrative procedures and requirements, and serves as a liaison with other administrative departments. This position advises department staff and faculty on administrative matters, and uses considerable discretion and judgment to counsel staff and faculty on appropriate courses of action.This position requires a bachelor's degree in accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and four years of professional business experience; or a Master's degree in the same fields and two years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience

  • Budgeting/Finance: Provides financial management and analysis of college budgets and expense for a variety of fund types. Prepares financial reports and ensures appropriate use of funds. Manages and monitors each semester's budgeting processes, costing and reviews reconciliations. Advises Director of potential areas of over/under allocation and provides recommendations for and enters budget transfers.
  • Payroll: Works with MIS team to project salary and OPS expenses for multiple departments on a biweekly basis. Determines appropriate payroll distribution and maintains costing in Oracle. Reviews and approves payroll and non-payroll expenditure transfer forms. Ensures accuracy of salary increase data for the College.
  • Reporting: Develops management reports and presents budget/financial information to CBCS Departments. Manages the annual Institutes & Centers financial reporting submissions. Works with College Budget Director to complete monthly In-Year Forecasting and annual Year-End projection submission in Axiom/BBS. Serves as College point of contact for Educational Business Activity (EBA) guidance and budget development and contract signatures.
  • Management: Hire, train, motivate, and coach the performance of assigned staff members to meet the administrative goals and requirements of the unit. Serves as back-up to other MIS staff when needed.
  • Other: Manages special projects and other related duties as assigned.
