Enterprise Program Management Senior Advisor (Finance)



Summary

Enterprise Compliance Office is seeking a highly motivated, organized and self-directed Enterprise Program Management Senior Advisor to join a dynamic team responsible for leading the management and delivery of compliance driven programs and projects focused on minimizing compliance risk and advancing strategic business opportunities. Program scope includes a variety of cross-business compliance initiatives and priorities that are either portfolio or business funded.

The Enterprise Program Management Senior Advisor is accountable for overall program management of the initiatives or scope areas across the entire program. This involves leveraging strong project management methodologies and interpersonal skills while coordinating with various cross-functional stakeholders and teams to drive on-time quality delivery within budget, ultimately ensuring Cigna Group compliance and/or Client/Partner compliance.

Core Responsibilities:

  • Effectively drive and manage the end-to-end Program Lifecycle:
    • Initiate: Support funding request/approval process; develop program charter; secure resources, identify stakeholders; build/manage program structure/governance; set collaboration model
    • Plan: Build teams; establish trust; drive impact assessment process, requirements gathering and scope definition; ensure project plans/delivery plans/communications plans/readiness and sustainment plans are built; develop or leverage existing coordinated process to track all program deliverables; lead program status reporting and communications; capture, manage, and escalate risks and issues, solidify measures of success.
    • Execute: Ensure implementation of capabilities - on time, high quality, within budget. Ensure successful handoff to baseline.
    • Monitor & Control: Oversee and track quality assurance/testing/validation activities and track measures of success.
    • Transition to the operation or business along with a solid sustainment plan to ensure success.
    • Close: Prepare and communicate final results, celebrate accomplishments, and document/act upon lessons learned.
  • Collaboratively initiate and facilitate strategic conversations with cross-functional program stakeholders from Legal, Compliance, Tech, Architecture, and Business to ensure alignment and to encourage key decisions.
  • Partner with Solution Delivery Manager and Delivery Teams to ensure delivery plans/roadmaps and PI forecasts are documented, managed, and monitored.
  • Develop and manage Program Roadmap illustrating E2E key milestones across the agreed upon timeline.
  • Lead and manage Program Risk Management process including identification, mitigation and escalation of risks and issues. Proactively identify cross-program dependencies and impacts; ensure teams are collaborating to work through dependencies.
  • Build and socialize executive ready, program-level communications to enable appropriate transparency and alignment across the program relative to status, timing, scope changes, blockers, risks, issues, key decisions, and evolvement in strategic direction.
  • Leverage existing operating model, including a set of business processes to intake, manage, and deliver compliance programs. Proactively bring new ideas to enhance efficiencies throughout the model to ensure continuous improvement and value.
  • Drive integration of data channels to further the operational perspective and enterprise mindset of the regulatory environment and impacts to business operations. This includes development of operational trends and themes involving forthcoming or current regulatory activities, issue identification, and remediation.
  • Gain a strong understanding of the broader portfolio of compliance work and the alignment of various initiatives to identify opportunities for mitigating operational compliance risk.
  • Embrace an Agile mindset and partner with Agile Delivery Teams to ensure successful delivery.
  • Maintain a strong understanding of different/hybrid methods for program management and be open to leveraging the best approaches that will drive work to successful completion.
  • Continually strive to improve your own skills and competencies.

Work Experience Requirements:

  • Bachelor's Degree required; MBA preferred
  • 8+ years program/project management work experience in regulatory, compliance or related field preferred
  • Formal project management training and/or certifications (examples include but not limited to: PMP, Agile, SAFe)
  • Proven ability to function in a heavily matrixed environment
  • Strong business acumen, with proven ability to leverage knowledgebase to adapt to new work quickly
  • Track record of solid communication skills - verbal, written, and presentation skills, with multiple stakeholders, at all levels
  • Detailed knowledge for driving result-oriented work
  • Experience leading large, complex, cross-functional, cross-organizational projects or programs
  • Comfortable with raising questions, issues, ideas or suggestions to colleagues at all levels across all organizations
  • Proficiency in Microsoft Power Point, Excel, SharePoint, Jira, Visio, MS Project

For this position, we anticipate offering an annual salary of 113,600 - 189,300 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
